"According to the report, energy efficiency is determined by reductions in energy consumption imposed from above. This is obviously wrong. The efficient use of primary energy depends on the efficiency and number of conversion processes involved, activation energy and the dynamics of the combustion processes employed (that is, making use of processes which involve lower ignition temperatures), the efficiency of transmission and resistive losses. The 20-20-20 targets require a real improvement in efficiency, not a reduction in consumption. What is needed is to stimulate innovation as a step towards achieving this goal, and not reductions, exclusions and price barriers. The greatest reserves of real efficiency lie in thermal refurbishment, cogeneration and reducing energy intensity. The Member States should measure their efficiency as primary energy consumption per capita in 2020 in relation to a baseline year."@en1
