"Mr President, I also want to congratulate Mr Turmes on the agreement achieved with this directive. We know that energy efficiency is, undoubtedly, one of the most powerful anti-crisis measures that we in the EU could currently have. We have had enough of punitive austerity policies without a cent of investment in Europe’s economies and energy efficiency can be one of these areas for investment. We see the waste that we have in terms of consumption; we see the throttling of many European companies, particularly because they cannot pay their energy bills; and we also see that we are extremely dependent on fossil fuels and the oligarchies that produce those fossil fuels.
It is therefore obvious that this investment has to be taken seriously and we cannot continue treating energy efficiency as some sort of garnish for governments to use however they choose or to abandon if they feel like it. It is, in fact, an anti-crisis policy; it is an investment policy. The EU plays a key role here and, if we want growth and jobs, energy efficiency is a means to that end."@en1
