"Mr President, ladies and gentlemen, all the climate scenarios that I have seen – whether they were from the International Energy Agency (IEA), the Potsdam Institute for Climate Impact, McKinsey or whatever agency – suggest that by far the best way to protect the climate and reduce greenhouse gas emissions is to invest in energy savings. These measures are also the quickest to implement, though it is these very measures that are implemented very slowly in practice. The core of the problem is that many millions of people each day take decisions on energy consumption and savings. That is precisely why we need more stringent policy and more innovative policy measures. For example, there is immense savings potential in the energy renovation of buildings, but it will not become a reality unless the Member States take ambitious steps to inform and re-educate people, and which extend to the entire construction industry, from the architects to the plumbers and electricians.
