"Mr President, Commissioner, ladies and gentlemen, after months of work, as I was saying, Parliament, the Council and the Commission have reached a compromise concerning the amendment to the directive on the sulphur content of marine fuels, as we know. This text, on which our three institutions have reached a consensus, is the result of a long process of negotiations in which we participated fully with a small number of colleagues. Not all of our expectations were met, but I am delighted with one particular point where our commitment has borne fruit. The directive, as amended by Parliament this week, will allow Member States to request the revision of the Marine Pollution (MARPOL) convention within the International Maritime Organisation (IMO) in order to ensure a deadline for the application of newly authorised sulphur levels. Indeed, a strict application of MARPOL could add unacceptable constraints to an already very precarious sector, which is forced to invest in very long cycles. On this point, the report by Satu Hassi allows for, in my opinion, an intelligent balance between environmental and economic requirements. We must never forget that the future will be built by ceasing to set the environment against the economy. While it is often criticised, on this issue, the European Union is proving that it can act as a real lever, and our governments – and I should say ‘but’ our governments – are now fully responsible for realising this work."@en1
