"Mr President, Commissioner, I wish to draw your attention to the issue of the Roma minority, which is very topical in France and in Europe. The European Union has, to its credit, invested heavily in its programmes to integrate the Roma populations. More than EUR 17 billion will be allocated over the period 2007-2013 via the European Social Fund (ESF), the European Regional Development Fund (ERDF) and, to a lesser extent, the European Agricultural Fund for Rural Development (EAFRD). However, there are numerous indications that these funds have been under-utilised. In Marseille, the city in which I was elected, 1 500 Roma live in inhumane and revolting conditions, which creates tensions. Expelling the Roma does not resolve their situation at all and does not address the real issue, which is their integration. We must act. Commissioner, you say that the integration of the Roma, who are Europeans, is as much the responsibility of the host country as it is of the country of origin. You are right. However, we must therefore strengthen control over the use of EU subsidies and ensure that the Commission reassesses, if necessary, the national strategies adopted. Furthermore, we should entrust the management of Structural Funds granted today to locally elected bodies, which will have an interest in solving the problem because they are closer to the citizen. Parliament will then have to ensure that the use of these funds is assessed regularly."@en1
