lpv:translated text	"Mr President, if anyone here is still wondering why, after all these years, Parliament is still dealing with the issue of illegal kidnappings, detention and torture of prisoners by the CIA on European soil, may I remind you that contempt for, and violation of, human rights never become outdated. Our work has not been easy. Member States have been reluctant to disclose information under the mantle of state secrecy. Tomorrow, when we proceed with the vote, we will have to give a voice and satisfaction to people whose warnings have been rudely ignored for more than a decade. We will remember the victims of a tragic event. I call upon you to remember all those victims who have suffered and who are still suffering because of a policy that was created in response to the events of 11 years ago. Likewise, I would like us to remember that, so far, no Member State has fulfilled its obligations in terms of protecting, upholding and respecting international human rights and preventing their further violation. We therefore call on the Commission to support and monitor national procedures for the establishment of the responsibility of Member States. That is the only way we will be able to restore our reputation as the guardian and defender of universal human rights standards and that is the only way we will be able to demand, with a straight face, that candidate countries and neighbouring countries respect high standards of protection of human rights and the democratic legal order."@en1
