"Ms Lunacek, the purpose of the catch-the-eye procedure is to make the debate somewhat more lively. In other words, Members who have not been nominated by their groups can be allowed to speak. The blue-card procedure is something quite different. I previously passed over Mr Posselt in the first debate because of the subject matter – he used the blue-card procedure twice – and have decided to give him the floor now. He was not a scheduled speaker, while Ms Kiil-Nielsen was scheduled to speak. We are actually wasting more time than we are saving. The point is, however, that I am trying to bring a little order to the proceedings and that I do not believe I am treating anyone unfairly."@en1
