"I welcomed the proposal for a regulation submitted by the Court of Justice, which would allow temporary judges to be appointed to the European Union Civil Service Tribunal. The Civil Service Tribunal consists of seven judges. As a result, its operations can be seriously affected if one of its members falls ill and is unable to perform his or her duties for an extended period, without, however, suffering from disablement. In order to ensure that the European Civil Service Tribunal is not placed in a situation in which it cannot carry out its judicial functions, it is proposed to amend the Statute of the Court and Annex I to the Statute, by providing, in general terms, for the possibility of attaching temporary judges to the specialised courts. In these circumstances, the President of the Tribunal will be able to call upon the services of a temporary judge. Such temporary judges will have the prerogatives of a judge solely in dealing with cases to which they are assigned. In other words, temporary judges will be able to perform only strictly judicial duties and will not be entitled to participate in the administration of the Civil Service Tribunal or in the election of the President of the Tribunal or Presidents of the Chambers."@en1
