The Civil Service Tribunal consists of seven judges. As a result, its operation can be seriously affected if one of its members falls ill and is unable to perform his or her duties for an extended period. Rules have been put forward to govern the appointment of temporary judges, their rights and obligations, the conditions under which they are to perform their duties and the circumstances in which they will cease to perform those duties.
