"The EU Civil Service Tribunal currently consists of seven judges. The temporary absence of any of these judges due to ill health can have a profound effect on the tribunal’s operation and contribute to delays in pending cases. Accordingly, this initiative introduces the possibility of attaching temporary judges to the specialised courts. It also provides for the Council drawing up a list of three persons capable of carrying out the duties of a Civil Service Tribunal judge. These persons can be called upon to perform temporary judge duties whenever it is necessary to temporarily substitute a judge who is unable to perform his or her duties due to medical grounds for at least three months. These temporary judges shall be appointed for a period of four years and may be reappointed. They shall exercise the prerogatives of a judge solely in the context of dealing with cases to which they are assigned. That is, temporary judges will have strictly judicial duties and will not be entitled to participate in the administration of the tribunal or in the election of the President or the Presidents of the Chambers. I therefore voted for this regulation as I believe that it appears to be the most logical solution to deal with situations that could prevent the tribunal from carrying out its judicial functions."@en1
