"This text makes a contribution to a Europe in which justice is respected because it is given the necessary resources. We cannot stand idly by as new procedures abound while the number of unprocessed cases is rising constantly. At the end of 2010, there were 1 300 cases pending, whereas, in the same year, 527 cases were disposed of. Other modifications have been proposed to alleviate the workload of the President of the Court and of the Presidents of the Chambers of five Judges. There has been no shortage of constructive proposals during these first six months: to establish the office of Vice-President; to enable the Presidents of five-judge Chambers not to participate in Grand Chamber cases, and to increase by 12 the number of judges at the General Court. It has been pointed out that the majority of national and international courts, such as the European Court of Human Rights, have, to my knowledge, Vice-Presidents."@en1
