lpv:translated text	"Mr President, I voted in favour of this report, but I would still ask to be allowed to make three comments on the project bonds. Firstly, project bonds are a way to place the financing of projects on a broader footing by including private capital. This does not involve an infinite increase in financial capital. Secondly, this means that the projects must make sense and demonstrate economic effectiveness. We need to learn from the past: we are not just talking about building roads and hotel complexes. That is why a test and pilot phase is so important; after all, we should only promise people what we can actually deliver. At present, there are numerous promises and unrealistic expectations associated with these project bonds and a pilot phase would help us to get back on the straight and narrow."@en1
