"Mr President, I would like to welcome the outcome of the meeting of the Action Group for Syria and its support for the Kofi Annan peace plan. A disastrous civil war, which will affect the whole region, is not an alternative to diplomacy. I hope that all the members of the Action Group dedicate their efforts to implementing the final communiqué. The fighting parties must stop all violence so that negotiations about the future of the people of Syria can start. The Syrian opposition parties must have a mutual understanding and a sense of responsibility towards the Syrian people in order to be able to start the process of forming a transitional government. I therefore encourage the High Representative of the Union for Foreign Affairs and Security Policy and the European External Action Service to insist that all Syrian opposition movements, representing the various religious, ethnic and political groups, are invited to the negotiations so that a sustainable regime transition can take place."@en1
