"Consumers are entitled to access to basic payment services so that they can enjoy the benefits of the internal market, notably from freedom of movement, money transfer and the purchase of goods and services at non-discriminatory transaction costs. However, over and above that, access to basic payment services is increasingly becoming a prerequisite for social inclusion in terms of access to employment, healthcare and housing. Therefore, it should be guaranteed to all EU citizens, regardless of their social status and the remoteness of the area in which they live. The fact that the opportunity cost of not having access to a payment account is estimated at between EUR 185 and 365 per consumer reveals the importance of this particular service. In this report, which I supported, the European Parliament calls on the Commission to put forward a detailed assessment of the state of play in all the Member States by September 2012, so that the necessary measures can be taken."@en1
