"In the resolution on the establishment of an EU legal framework for the protection of pets and stray animals, it is reiterated that the European Union is based on sharing different principles and values. Millions of European citizens attach a special sentimental value to animals and in particular to pets, such as dogs and cats. There are more than 100 million pets in Europe, but despite the large number, the EU still does not have an EU framework law to protect our pets and stray animals. With today’s vote, Parliament is giving a voice to thousands of European citizens and is urging the EU to establish a framework law to protect animals and in particular to lay down: rules for the identification and registration of animals; stray animal management strategies, including vaccination and sterilisation programmes; measures to promote responsible ownership; the prohibition of unlicensed kennels and shelters; the prohibition of killing of stray animals without medical indication; information and educational programmes in schools on animal welfare; and severe sanctions to be imposed on any Member State which fails to comply with the rules."@en1
