". Article 13 of the TFEU stipulates that, since animals are sentient beings, the EU and the Member States must pay full regard to their welfare requirements. Despite the fact that the EU’s pet population is estimated at over 100 million, there is no EU legislation for the protection of pets and stray animals. Pets and stray animals are frequently victims of mistreatment and cruelty in many Member States. In this context, I consider it essential that the Member States ratify the European Convention for the Protection of Pet Animals and transpose its provisions into their national legal systems. It is necessary to put forward a legal framework that would encompass rules for the identification and registration of animals, stray animal management strategies, including vaccination and sterilisation programmes, and the prohibition of unlicensed kennels and shelters, and that would enable severe sanctions to be imposed on any Member State that fails to comply with the rules."@en1
