I voted in favour of this resolution on the conclusion of the agreement because under this bilateral agreement, the Russian Government commits to ‘make its best efforts not to introduce or increase export duties for the raw materials listed’ in the agreement. If it wishes to apply export duties on these products, Russia will have to consult the European Commission at least two months in advance with a view to arriving at a solution taking into account the interests of both sides. The EU is Russia’s biggest trading partner and investor. An appropriately serious commitment to urgent reforms required by accession to the WTO, and reciprocity and commitment in negotiations towards a mutually beneficial new agreement are therefore expected, particularly in the fields of energy, trade and investment. This agreement should therefore be seen as a temporary solution to be replaced by an adequately strong treaty on trade in raw materials between the EU and the Russian Federation, possibly as part of the new agreement, which is currently under negotiation."@en1
