"Although political relations between the EU and the Russian Government are sometimes fairly troubled in relation to human rights violations, and although this Parliament has adopted motions for resolutions condemning those violations, the truth is that Russia is a very important partner for the EU, whose accession the World Trade Organisation (WTO) will contribute significantly to improving institutional and trade relations therewith. Inese Vaidere’s proposal for a recommendation concerns the draft Council decision on the conclusion of the agreement in the form of an exchange of letters between the EU and the Russian Government relating to the introduction or increase of export duties on raw materials to which Russia committed during its WTO-accession negotiations. In view of the recommendation of the Committee on International Trade, and since it is crucial that this agreement be concluded before Russia ratifies the WTO accession agreement, I voted for this recommendation because I believe that, although it is a temporary agreement, it will improve and stabilise EU-Russia trade relations."@en1
