"My vote on Mr Susta’s text was a ‘yes … but’. This was because EU firms should have more favourable arrangements under this agreement. It is one of three trade agreements that do not prejudice the EU’s new commitments and which should even improve conditions for producers who rely on raw materials coming from Russia. The agreement on trade in services offers new opportunities for EU shipping agencies trying to establish themselves in Russia. It also grants preferential access to employees of European service companies going to work in Russia with a view to starting up a business there. It provides for a minimum quota of 16 000 work permits a year for this purpose. However, it is important that Russia keeps its commitments and ensures that workers’ rights are respected: the credibility of the European Union is at stake."@en1
