"This report aims to align this regulation with the Treaty of Lisbon. The legislative text from the old comitology system is now being aligned using the two-tier structure imposed by the Treaty of Lisbon, which consists of delegated acts and implementing acts, enabling the Commission to exercise implementing powers without consulting Parliament. According to the rapporteur, so as better to take into account consumer expectations regarding the quality of organic products, the Commission uses delegated acts to adopt the specific rules, measures and conditions necessary for applying this regulation. These include the authorisation of products and substances for use in organic production; the processing methods for processed food; the conditions of application of the prohibition on the use of genetically modified organisms (GMOs) and products produced from or by GMOs; and the labelling rules, requirements and specific criteria as regards presentation, composition, size and design of the EU organic logo as well as the conditions and rights of its use. As experience has borne out, particularly as regards GMOs, these are areas in which the Commission has been defending the rights of corporations rather than those of the public and consumers."@en1
