lpv:translated text	"I am voting for this report and would stress, from the outset, that the adoption of this regulation is particularly urgent. The upcoming substantial reform of the single common market organisation, within the framework of the general common agricultural policy reform, would be unreasonably burdened if the Commission alignment proposal were still open. The guiding principle is that a balance should be achieved between the need for the Commission to act efficiently and expediently and the powers Parliament and the Council have under the Treaty of Lisbon with regard to the legislative process. I am also voting for the various cross-cutting amendments intended to reflect the common understanding reached between the institutions on the use of delegated acts, as well as the recent entry into force of the Regulation laying down the rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers."@en1
