I should stress in particular the need to establish some common rules for the direct support schemes for farmers. At the same time, I think that any amendments must be aimed at simplifying the system to reduce the administrative burden on Member States. Indeed, the fact that states will be able to grant farmers certain exemptions will provide greater clarity and legal certainty. The common agricultural policy is the most important section in the EU budget. This is why I think that establishing an agreement should be a priority and, in this regard, both the Commission and Council should adopt a constructive attitude."@en1
