"Mr President, this week there has been intense and profound discussion on the achievements of last week’s EU Summit. There have even been doubts expressed in the press and among the Members here as to whether anything of any real import was actually achieved at the meeting in the end. I would like to believe that something was achieved, but Europe needs to promote closer cooperation. We either sink together or we steer the European ship towards a better future. In any case, we already have what is a kind of two-speed Europe. Those countries that want to develop and strengthen their cooperation must be allowed to do so.
It is a regrettable fact that several Member States see the Summit as a contest in which to further their own interests, and nothing more. National interests are in this way taking priority over European cooperation. This is an unfortunate, dangerous phenomenon. The European Union is facing what is perhaps the most serious crisis in its history. Now the crisis is about its very existence."@en1
