"Mr President, for the majority of farmers in Northern Ireland, direct payments account for a large percentage of business income and are key to maintaining adequate cash flows. The smooth transition to the new CAP post-2013 is key, and it is important that farmers’ incomes are sustained. Rural development spending must also be maintained in the transition period, especially for spending which has been earmarked for countryside management and less-favoured area payments.
A lack of investment and support for the farming community over a short period of time will have a negative impact on rural communities and businesses. The Commission must allow for Member States to take the appropriate action to prevent this from taking place."@en1
