"As rapporteur for the Programme for Social Change and Innovation, which integrates the three programmes EURES, Progress and the European Progress Microfinance Facility, I would like to draw attention to two specific matters. The Committee on Employment and Social Affairs rejected the Commission proposal to finance the cross-border partnerships through the European Social Fund (ESF) from 2014 onwards. If the financing of these partnerships were only to be possible within the framework of the ESF, each participating Member State would have to include this in its operational programme for the ESF. In view of the many priority areas for subsidies that is unlikely to happen. Cross-border partnerships for mobility-related advice must also be financed via the EURES axis. This call is supported across the groups and across the Member States, and I am hoping for the support of the Council. It is a question of facilitating mobility and of providing the associated advice. With a broad consensus and the support of all of the groups, we have introduced a fourth axis for a Youth Initiative. This is about financing specific projects for combating youth unemployment. The Youth Initiative will only be integrated into the programme if additional financing is secured via the multiannual financial framework. The Commission and the Council are always saying that something has to be done to combat youth unemployment, but there is a lack of projects. If combating youth unemployment really is a priority for the Council then this is the opportunity to prove it."@en1
