"Mr President, Commissioner, ladies and gentlemen, before talking about the content, we must talk about the technical side of things and adapt the decision-making tool since, as others have said before me, particularly Mr De Castro, Mr Lyon and Mr Capoulas Santos, the Council has a tendency to avoid delegated acts, which limits Parliament’s power and, consequently, is at odds with the spirit of the Treaty of Lisbon. Following the vote within the Committee on Agriculture and Rural Development (AGRI), Parliament must reaffirm the power conferred on us by the Treaty, which is only fair when we are talking about the only integrated policy of the European Union – which has been in place for 50 years, as this year is its anniversary – which still accounts today for close to 40% of the EU budget. By granting more powers to Parliament, the Treaty of Lisbon restores balance in favour of democracy. We can no longer allow the ‘obstruction’ of the Council – for we should indeed call it an obstruction – which seems to be curled up with its privileges from the ‘old system’ from before the Treaty of Lisbon. This cannot go on any longer and I am pleased with the position that we will take in this Parliament, but also with the position that you have taken, Commissioner, for I think that, politically, in this battle, you must clearly be on our side as regards the pure and simple application of the Treaty of Lisbon."@en1
