lpv:translated text	"Mr President, the year 2013 is a transitional year as it will see the conclusion of the multiannual financial framework 2007-2013. It is also associated, however, with the next multiannual financial framework 2014-2020. I endorse the support given to agricultural holdings in the new Member States which receive in excess of EUR 5 000 due to a generally lower level of payments in these Member States. At the same time, I am in favour of other temporary solutions adopted in this regulation being aimed at ensuring equal conditions for competition between farmers from the new Member States, the new twelve, and the old Member States, the old fifteen. Taking into account the fact that in 2013, there will not be any sectoral support within the framework of complementary national direct payments, as well as the fact that the proposed structure of direct support after 2013 does not provide for equalising direct payments, the imbalances will still remain."@en1
