"Mr President, Commissioner, ladies and gentlemen, in Europe, as has been said, 30 million citizens currently do not have a bank account. Let us be clear, then: banking exclusion causes and exacerbates the spiral of social exclusion. The consequences of this are extremely serious.
Yet the banks clearly have their share of responsibility for this situation. The information and support provided by banks is not effective enough. Or rather, the banking system is extremely effective for those who have the means and extremely exclusive for all those who do not.
However, I think the solution to be explored has certainly been mentioned: it is, without a doubt, to force the banks to open an account that is adapted to each individual, enabling them to carry out the most basic transactions, such as receiving money, particularly payments. There also undoubtedly needs to be better education for people who do not have a bank account, who do not use one and who do not think they need one.
