"Mr President, it is high time that we in the EU established the right of all citizens to have access to an account and an obligation for all banks to provide an account. I would, of course, be very pleased if we in the EU simply did not need to introduce this sort of legislation and the Member States or, better still, the banks themselves took on the task of ensuring that all citizens had access to an account. Reality is, however, a lot more serious. It shows us that 7% of all adults in Europe today do not have access to an account. I therefore think that we need to take responsibility as the EU and say that this must be a definite right within the Union. We know it is a question of students, migrants and the poorest in our society, who are perhaps not the most attractive customers for banks, but that makes it no less important to ensure that they have access to an account, because this is also a tool for active inclusion. I would therefore just like to say that it is crucial that the Commission presents us with a legislative proposal, and it is vital that tomorrow, this House provides very broad support for the splendid text from the Committee on Economic and Monetary Affairs."@en1
