"Madam President, I would like to thank my colleague, Giovanni La Via, for his extensive work on this. In the time that is available to me, can I say that I understand that some Member States may wish to reduce their contributions to development aid in these very difficult times, but the 0.7% is pegged to GNI. As GNI goes down, it is understandable that the percentage should go down, but surely it should not be double jeopardy for the people in the poorest parts of the world. Let me remind this House that 23 000 children continue to die each and every day. It used to be 36 000 children per day. Look at the progress we have made. We can make more progress. So let us keep it pegged to GNI. There should not be a double jeopardy. Within the next generation, 92% of the two billion people born will be born into the developing world. There will be massive migration from south to north if we do not meet our commitments. So I make a special plea. It is fine if we have to reduce the amounts, but the GNI should not be reduced as well. Congratulations to Britain for striving to move ahead, and to Denmark which is already at one percent. They show that it can be done, even at a time of retrenchment."@en1
