"Although the main objective of ACTA, in particular, the protection of intellectual property rights, should be supported, this agreement is so vaguely drafted that it allows all kinds of interpretations. This puts the freedom of ordinary Internet users at risk and provides insufficient guarantees for the protection of consumer privacy. In addition, we could ask serious questions about the effectiveness of this agreement given the fact that countries that produce the largest number of counterfeit products have not signed it. My group is of the opinion that the Commission ought, first of all, to come up with a proposal for the revision of the e-Commerce Directive. We are also developing a proposal at the moment that is supposed to create a new framework for enforceable intellectual property rights that can protect authors and artists and encourage innovation but which is, at the same time, consumer-oriented and in line with the principles of civil liberties and privacy. I do hope that the Commission will learn its lessons from this debacle. Since the Treaty of Lisbon, Parliament has been a fully-fledged colegislator, also when it comes to international agreements. The Commission would therefore do well to ask for a negotiating mandate from the legislator before the negotiations begin. The time when Parliament’s arms could be twisted, first following SWIFT and now ACTA, is clearly over."@en1
