"International piracy and counterfeiting account for approximately EUR 150 billion per year. We need to safeguard intellectual property rights and provide authors with protection of their rights. Infringement of these rights harms growth, competitiveness and innovation. However, we also need to consider whether the means to protect these rights enforced by the Anti-Counterfeiting Trade Agreement are adequate for the purpose for which they are intended.
The implications of the implementation of ACTA with regard to the Charter of Fundamental Rights of the European Union are questionable. Privacy and data protection, together with freedom of expression, have always been regarded as core elements of the European model.
A binding interpretation and analysis, which will eliminate all doubts, is therefore necessary. I do not support the adoption of the agreement as law without these, without a review by the European Court of Justice, and without broad consultation in which all of the parties concerned are represented."@en1
