"ACTA has been highly controversial from the very outset. Counterfeiting and piracy have recently increased significantly. The consequences of the growth in such illegal activities have extremely serious consequences, which range from economic losses to health and safety risks to European consumers. Infringement of intellectual property rights harms growth, competitiveness and innovation; this causes substantial damage every year to European companies and puts European jobs at risk. I firmly believe that the EU needs an effective tool in its efforts to protect intellectual property rights. As it stands, ACTA is not acceptable. It does not meet the requirement to strike an appropriate balance between enforcement of intellectual property rights and fundamental rights such as freedom of expression, the right to privacy and protection of personal data and confidentiality of communications, and the right to due process. If we want to protect and enforce one set of fundamental rights guaranteed by the Charter, we can hardly endanger other kinds of fundamental rights! The core provisions of ACTA bring about a feeling of legal insecurity. The protection of human rights and fundamental freedoms is our absolute priority, but ACTA is causing considerable concern. We need a modern tool which will not prejudice the rights also guaranteed by the Charter and the European Convention. ACTA in its current version is unacceptable, and we therefore call on the Commission to take urgent action and to present new and better quality proposals for effective tools to combat counterfeiting and piracy."@en1
