"Mr President, many Members of this House have listened to the voices of our people, the voices on the street. Commissioner, you said that this is a yes or no agreement. The Members of this House also have a responsibility regarding the yes or no.
We are saying no because this agreement evidently creates confusion. It clarifies neither intellectual property rights nor the rights of Internet users. Are we concerned about intellectual property rights? Yes we are. Is the Anti-Counterfeiting Trade Agreement a solution to this? No, it is not a solution, because there are two issues that need to be tackled: not one legal issue but two political issues. Firstly, the determination of the fight against counterfeiting and piracy, and secondly, a new legislative framework for the digital environment, for which the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament has repeatedly asked you, and which it is requesting again.
