"Mr President, firstly, I would like to say that I am sorry that it has never been possible to debate the Anti-Counterfeiting Trade Agreement (ACTA) calmly in Parliament.
Commissioner, you negotiated this agreement, yet neither you nor your services have been able to provide concrete and effective responses to the increasing numbers of questions and concerns from citizens.
Ladies and gentlemen, throughout this entire campaign, the debates have focused on online rights and freedoms, but we have spoken very little about counterfeiting physical goods. However, this type of counterfeiting represents a loss of 30 to 40 000 jobs each year in France alone, and close to 100 000 in Europe. For our companies, it means an annual loss of several billion euro of turnover, as well as a significant loss in terms of tax revenue for Member States. Although counterfeiting is covered by most of ACTA’s provisions, counterfeiting physical goods has almost passed us by without mention.
What is the solution to combat the sale of counterfeit medicines, which represent a real threat to public health? What is the solution that will allow all of our companies to innovate, to create, without fear of plagiarism on the other side of the world?
Let us keep these facts and figures in mind as we debate this afternoon, for we can no longer do without a real, calm and constructive reflection on all kinds of counterfeiting."@en1
