"Mr President, Commissioner, I believe that the worry and concern shown by Europeans in recent times regarding the Anti-Counterfeiting Trade Agreement (ACTA) is entirely justified. In my view, ACTA correctly identifies the problems, which are the counterfeiting of consumer products and infringements of intellectual property rights, but the instruments that it proposes are not the right ones. Why is this?
It is because it is a mistake not to distinguish between consumer goods and cultural goods, and not to distinguish between personal use and commercial use. It is because voting against ACTA means protecting authors and users, since these groups are not mutually hostile. It is because we need to make a firmer commitment to supporting innovation, in order to find the answers that guarantee respect for the rights of creators and the public. For all these reasons, our group will vote against this agreement tomorrow.
Finally, I do not wish to end without reiterating my congratulations to the rapporteur, Mr Martin, on his good work and on the efforts made towards a good debate."@en1
