"Madam President, few debates or discussions have generated as much emotion and interest among public opinion as the controversy over the Anti-Counterfeiting Trade Agreement. As we all know, this matter has caused not just debate and discussion, but also mass street protests in many of the countries of Europe and other parts of the world. It was conspicuous that the protesters were mainly young people, people who are particularly sensitive to the vulnerability of fundamental rights, including the rights to information, liberty and privacy. The sense of being under threat and the feelings which emerged when this document was being considered were also influenced by the difficult situation in which the younger generation finds itself, and by the social context, mass unemployment and low pay. The history we are witnessing has also revealed the citizens’ overwhelming lack of trust in the democratically elected authorities of particular countries and of the European institutions. The greatest outrage has been caused not just by the content of the agreement itself, but also by the way it was introduced and the circumstances under which this was done, including the lack of real public consultations. This caused understandable suspicion and anger, particularly among young people. We should learn the right lessons from this bitter experience, and should look again at the serious and real problem of protecting intellectual property rights – a problem which none of us treats lightly. The paradox here is that the way forward and the way to change and correct this situation is to reject the document at tomorrow’s vote."@en1
