Of course I am of the opinion that there are indeed ways of guaranteeing that intellectual property rights are enforced on an international level. I believe that it is very important to understand why the developing and emerging economies have been refusing to cooperate with us for such a long time in the international organisations, including the World Trade Organisation (WTO) and the World Intellectual Property Organisation (WIPO), and perhaps to consider exceptions for generics and technology transfer, because coming to an agreement on international regulations is not a one-sided process. However, the significant problem here is that a whole raft of other matters, including the enforcement of copyright and the Internet, have been added to the original issue of combating counterfeiting and piracy. As Mr Lange has also said, these additional matters have nothing to do with this issue and they can be implemented jointly by the international community."@en1
