"Madam President, Mr De Gucht, ladies and gentlemen, it is a good thing that when we vote against the Anti-Counterfeiting Trade Agreement (ACTA) tomorrow, we can have an open and transparent debate about how intellectual property and intellectual property rights should be enforced, wherever this occurs, be it in the analogue or the digital world. It is good that we have finally clarified the fact that ACTA will not be implemented politically as it currently stands and that ACTA and enforcement within a coalition of the willing consisting of just a few industrial countries would be the wrong route to take. I believe it is also right for you, Mr De Gucht, to admit this and to respect fully Parliament’s opinion that this is unacceptable. More than two years ago, we sat here together and I explained to you quite clearly, I warned you, that Parliament would vote against an international agreement once again unless you looked into its questions and requirements. What you have done is to delay matters, to ignore us, to fail to keep us properly informed, to increase the scope for interpretation of the contents of the agreement and to remove the concrete statements, which has resulted in considerable uncertainty about the interpretation. That is not acceptable. The situation has got out of all proportion and this is why it will be a good thing if we vote against this agreement tomorrow."@en1
