"Madam President, I find myself in a peculiar situation as rapporteur for the Committee on Development because the committee has adopted an opposite opinion to the one I proposed as rapporteur. The Committee favoured a negative position on this agreement. I, as rapporteur, was more favourable towards it, but I have to respect the majority opinion, of course. However, I must add a few comments on this. In my opinion, there is a clear majority in this Parliament that simply wants to reject this agreement, and for a variety of reasons. I have to say it is rather illogical that Parliament has decided not to wait for the opinion of the European Court of Justice on the compatibility of this agreement with European primary law. I frankly do not understand this, and I would consider it far more logical to wait. I take things as they are, however, and since the Committee on Development has adopted a negative opinion, I have no option as rapporteur but to reproduce that opinion here."@en1
