"Madam President, before the start of this very important and interesting debate, I would like to ask a fundamental question about the procedure by making a statement to you, which I hope will receive an appropriate answer.
I have a great deal of understanding and sympathy for the activists who are opposed to the Anti-Counterfeiting Trade Agreement (ACTA) and for their activities. However, for me, it is not just about this. I would like you to explain whether in future, Parliament will allow leafleting campaigns to be carried out for all the relevant items on the agenda by guests who are visiting Parliament. It is important for us to resolve this and to have a suitable answer, so that we know in future how we as Members should behave and how groups who have a point to make about a specific subject should behave. I would be grateful if you could clarify the situation and give me an appropriate answer, not necessarily today, but in the near future."@en1
