"I endorsed this report because I am firmly convinced that the prospect of opening Deep and Comprehensive Free Trade Areas with the EU is the main incentive for partner countries to continue reforms. In recent years, Moldova has been through an exceptional series of reforms and has taken far-reaching steps towards European integration. I would also like to mention Georgia, one of the fastest-reforming economies in the world. Georgia is in a very specific situation as regards DCFTA negotiations and certain requirements and regulations laid down by the Commission. The Georgians have – in many cases quite rightly – closed down many bodies which had responsibility for oversight and inspection, as these were perceived as remnants of the Soviet system. This means that what the EU says are institutions which monitor standards often seem to the Georgians to be the corrupt legacy of Communism. The EU is Belarus’s second largest trading partner after Russia. It is true that our eastern neighbour has undoubted potential. I am certain that Belarusian citizens deserve to belong to the European family of democratic and free market states. Unfortunately, Minsk is moving ever further away from the EU in terms of political and economic standards. Furthermore, the Belarusian economic model, in which 80% of enterprises are owned by the state, leaves a great deal to be desired. So, when we are talking about Belarus and the commercial aspect of the Eastern partnership, a DCFTA, unfortunately, has to be put off to another day."@en1
