"In a situation of incipient economic growth, market instability and increased global imbalances, the EU needs to strengthen its competitive advantages in order to attract investment, and thus promote balanced growth and greater cohesion. This report, for which I voted, calls on the Commission to draft a communication assessing and promoting the attractiveness of investing in Europe. This should include recommendations to the Member States and act as one of the bases for enhancing the EU investment environment. Despite being the world’s largest recipient of foreign direct investment, Europe needs to fix its weaknesses and make the most of its advantages and strengths, given increased competition from developing countries. Weak economic growth in Europe, high taxes and excessive public debt are factors which raise concerns among investors. However, the high quality and diversity of our human capital, the predictability of the business environment, and the high potential for research and innovation all work to our market’s advantage and are factors that should be strengthened and enhanced."@en1
