"Better implementation of the eCall service across the European Union will improve road safety. Motor vehicles would be installed with a system which sends an alarm signal to the emergency services automatically, something which is extremely important when the victims of an accident have lost consciousness. If qualified and well-equipped assistance were able to reach accidents more quickly, we would be able to bring down Europe’s high number of accident fatalities. In my opinion, however, something which must worry us is the lack of progress on voluntary implementation of this service in some Member States, just as we are seeing delays in the efficient functioning of the European emergency number 112, on which the eCall project we are talking about is to be based. It is imperative that the Commission, Parliament and the Council take action which will lead to the establishment of a public service of this kind throughout the EU, but on the understanding that it should be operational, affordable and accessible to all vehicle users. It is also essential to adopt legislative measures to ensure that the establishment of an EU-wide eCall system will not, under any circumstances, infringe the civil rights of vehicle users, by being able to trace vehicle movements for example, or violate the guarantee to protect their personal data."@en1
