"The aim of the in-vehicle eCall system is to ensure the automatic notification of the emergency services in case of a serious accident, allowing the emergency services to arrive faster at the scene and thus reduce the number of road fatalities and the severity of injuries. In Europe, over 40 000 people die each year in road accidents and 150 000 people suffer permanent disability. The installation of the eCall system in all vehicles in the Union would save the lives of 2 500 people each year and reduce the severity of injuries by 10-15%. This system must therefore be installed as soon as possible in Europe’s vehicles. In this resolution, Parliament calls for all new cars to be fitted with this device by 2015 and insists on the fact that this emergency call service should be free of charge and accessible to everyone. The resolution also provides guarantees on the use of the data, stressing that the eCall service cannot be used to monitor a person’s movements or determine his location unless that person has been involved in an accident.
