"Since 1969, the European Union has laid down social legislation in the field of road transport to improve road safety and drivers’ working conditions, and to ensure fair competition among transport companies. In parallel, the EU has developed a comprehensive policy on inspecting and checking compliance with social road transport legislation. However, social rules are still too often breached, and the tachograph system is not sufficiently efficient. So I agree with the rapporteur that the Commission should put forward a harmonised interpretation of Regulation (EC) No 561/2006 and the necessary technical specifications, in order to make the tachograph not only a policing tool, but also a device helping drivers and transport operators to comply with the legislation."@en1
