lpv:spoken text	"I voted for this report but agree with the rapporteur who regrets the fact that in the current regulation, the standards and specifications are limited to the description of the vehicle unit as a black box recording driver activity data. The technical design of the downloading and interpretation tools is the responsibility of the Member State. The tachograph is not supposed to evaluate whether there are infringements of the drivers’ hours regulation. It is only supposed to record data, not to interpret data. The main consequence of this fact is the large disparities among Member States regarding the capacity and efficiency of enforcers’ instruments for roadside and company checks and the limitation of the tachograph to support, for the benefit of the driver, the application of the social legislation with interpreted data."@en1
