"On average, at any point in time, around 45 000 vehicles are in breach of EU tachograph rules. It is easy to imagine what the consequences of this state of affairs can be. Failure to respect the minimum breaks and rest periods and the maximum driving times leads to more fatigued drivers and constitutes a road safety risk.
I think that effective measures should be identified at EU level and in the Member States. The Member States should commit themselves to ensuring tighter enforcement of this regulation. At EU level, I think it is very important to harmonise the training control officers receive throughout Europe and to certify acquisition of the appropriate technical skills by an examination.
