"At today’s vote, I endorsed this document, although I very much regret the rejection of the amendment to Article 2(2), which was tabled by four political groups: the Group of the European People’s Party (Christian Democrats), the European Conservatives and Reformists Group, the Europe of Freedom and Democracy Group and the Confederal Group of the European United Left – Nordic Green Left, on excluding broad-gauge railway lines from the scope of the recast first railway package. In working to ensure free competition in the market for railway services, we must remember that in some Member States, there are self-financing railway lines in operation which are not connected to national and European networks, are of regional importance and have a gauge which is different from the dominant network within the Member State concerned. The need to apply all the provisions of the directive to these self-contained railways will impose a disproportionate and irrational burden and will interfere with and distort the objective for which they were built. In speaking, on the one hand, about deregulation and facilitating a Europe of growth, we must not, at the same time, hinder the operation of successful enterprises by badly thought-out implementation of legislation, because these firms represent the real and often the only added value in poor regions of the EU."@en1
