"After many months of negotiations, we have at last adopted the recast of the European railway legislation. Although it does not regulate everything, it nevertheless allows rail transport to be strengthened in the EU, particularly by clarifying the roles of the various actors in the rail transport sector. The flagship measures include strengthening the independence of the national regulators and establishing a European network of regulators in order for there to be a uniform interpretation and application of the legislation. Another vital aspect of this recast is the clarification of financial flows between the infrastructure manager and railway undertaking. This vote does not signal the end of the reform of the European railway market. Indeed, next year, the Commission should present new legislative proposals, particularly on the thorny issue of the liberalisation of national passenger transport and on the separation between the infrastructure management and transport operations."@en1
